The land and facility portion of the Project will be owned by 12005 Beech and leased to Printing, which will own the machinery and equipment portion of the Project and operate the entire Project as a full service printing company specializing in governmental printing. The bonds are proposed to be issued in an aggregate principal amount not to exceed Two Million Five Hundred Thousand Dollars ($2, 500, 000). The bonds shall be limited obligations of the MSF, payable only from loan repayments to be made by the Company to the MSF and other security provided by the Company. The bonds will not constitute an indebtedness of the State of Michigan or the City of Taylor within the meaning of any constitutional, statutory or charter provision and will not constitute or give rise to a charge against the general credit of the MSF or the credit or taxing power of the State of Michigan or the City of Taylor. The MSF has no taxing power. The hearing shall provide the fullest opportunity for expression of opinion, for argument on the merits and for introduction of documentary evidence pertinent to the nature and location of the Project and the proposed issuance of the bonds. Location: Detroit, MI Description: NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO DEMOLITION OF PROPERTY May 2, 2008 - City of Detroit Department of Environmental Affairs 660 Woodward Ave., - Suite 1800 Detroit, MI 48226 (313) 471-5108 - These Notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Detroit Housing Commission. FINDING OF NO SIGNIFICANT IMPACT - Environmental Site Assessments in accordance with American Society for Testing and Material (ASTM) E 1527-05 and Environmental Assessment Checklist in accordance with USHUD 24 CFR Part 58 were performed on the Frederick Douglass Homes property located at 2700 St. Antoine Street, 650 Alfred Street, 2601 and 2701 Chrysler Drive in Detroit, Michigan. The City of Detroit Department of Environmental Affairs has determined that the projects will have no significant impact on the human health and environment. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Detroit Department of Environmental Affairs, 660 Woodward Avenue, Suite 1800, Detroit, Michigan 48226, and may be examined or copied weekdays 9:00 a.m. to 12:00 p.m. and 2:00 p.m. to 4:00 p.m. DEMOLITION OF PROPORETY - On or about June 1, 2008, the Detroit Housing Commission will begin to demolish 18 building structures on the Frederick Douglass Home property located at 2700 St. Antoine Street, 650 Alfred Street, 2601 and 2701 Chrysler Drive in Detroit, Michigan. The goal of site demolition is to level the property for future development. Demolition will include removal of all structures, foundations, roads, flatwork and underground utilities not required to maintain proper site drainage. All asbestos and other hazardous related materials will addressed prior to demolition. The demolition debris and other materials will be removed from the property and disposed of at appropriate facilities based on the characterizations of the removal materials in accordance with Federal, State and Local law and regulations. The excavation areas will be backfilled with clean material. - PUBLIC COMMENTS - Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the City of Detroit Department of Environmental Affairs. All comments received by May 26, 2008 will be considered by the City of Detroit Department of Environmental Affairs prior to site demolition.
